This is a followup to bug #133045 
Now that DML shapes vertically positioned relative to top margin can be opened,
it would be nice to be able to save them to DOCX format.

Steps to reproduce:
    1. Open attachment #164118 . Shape positions are now like in Word on
attachment #164118
    2. Save as docx, reopen.

Actual results:
Shapes are incorrectly positioned, relative to line of text of the first
paragraph.

Expected results:
Vertical positions roundtrip correctly.
