What's the reason that the drawing toolbar is located at each LibreOffice app
on different places?

Draw -> left border toolbar
Impress -> top border toolbar
Writer -> bottom border toolbar
Calc -> bottom border toolbar

I don't understood why this (not so common Drawing toolbar) is located on
different places. As it's mainly needed in Draw, I would choose left border
toolbar for Drawing toolbar on all apps. This will fit also other drawing app
layouts.
