The Draw UI was reworked as in bug 90090, moving the Drawing TB vertical left. 

As then the move to a (default) vertical toolbar was not appropriate for
Writer, nor Calc since both modules are by contextual activation. And there
were issues for vertical TB modes of bug 42029 that were not corrected 'til the
5.4 release.

As to Impress, since its Drawing TB is enabled by default, it would just not
work well to move it to a vertical orientation--the Slide sorter, canvas,  and
SB provide better workflow in preparing slide content. There, unlike Draw,
shapes are a secondary though common workflow.

So, consolodating Drawing TB docking is NAB but rather  an "Enhancement" which
IMHO is a clear WONTFIX.
