I don't know where you got this URL, but it's the Uyghur documentation
(LibreOffice provides translated documentation for many languages, including
Uyghur), indicated by the "ug" part in the URL. The page is mixed English and
Uyghur because the translation is incomplete.
If you want English documentation, use the correct URL, e.g.
https://help.libreoffice.org/latest/en-US/text/scalc/guide/userdefined_function.html
