OK, please post your install details from Help -> About LibreOffice

and describe the Windows desktop "theme" in use. Looks to be the UWP Dark theme
with Tablet mode enabled, so a Windows 10 build?

Since this followed an upgrade install, have you simply removed the pinned
taskbar icons and then re-pinned them?

Have you reset your profile, or tried a LibreOffice safemode profile? Done from
the Help -> Safe mode?

suspect this to be a dupe of bug 76131
