It's the hand mouse cursor when you hover over the selection rectangle, right?
(which isn't in sync with the border)

My experience is different, I bibisected it to the 5.4 backport of the
following commit using repo bibisect-linux-64-5.4. The commit has been
backported to 5.3, too, but it's only in 5.3.8.
