The enable macro recording checkbox is enabled. Also note extra steps (labelled
1a and 2a) added to steps to reproduce:

Steps to Reproduce:
1. Start Calc
1a. Enablement: Tools -> Options -> LibreOffice -> Advanced > [x] Enable macro
recording (may be limited)
2. Choose Tools > Macros > Organize Macros > Basic
2a. Click on "My Macros" or on "Standard" folder
3. Press New
4. Receive error dialog box "Basic syntax error. Expected: Sub"
