I imagine that most users are in one of two groups:

1) Ones who are interested in classification: they open the toolbar once and
then they are fine with the screen space it requires.

2) Ones who are not interested and never open the toolbar.

>From what I heard, popular classification plugins for MSO have a similar
behavior, that lead to the current UI.

But of course, if there is a better way to present the functionality and
somebody wants to do the work of implementing those ideas, I'm not objecting.
