Writer file demonstrating an outline tracking issue

Version: 7.0.0.3 (x64)
Build ID: 8061b3e9204bef6b321a21033174034a5e2ea88e
CPU threads: 4; OS: Windows 10.0 Build 19041; UI render: Skia/Raster; VCL: win
Locale: en-GB (en_GB); UI: en-GB
Calc: threaded

1. Open the attached Writer file. Click on "Chapter 2" in the Navigator, then
click on the main body of text.

EXPECTED/ACTUAL RESULT: The "Chapter 2" heading opens in the Navigator (because
outline tracking is at "default").

3. Collapse the entry, right-click on the plus sign and select "Outline
tracking > OFF".
4. Save the document, then close and reopen it.
5. Click on "Chapter 2" in the Navigator, then click on the main body of text.

EXPECTED RESULT: The Navigator heading should stay closed.
ACTUAL RESULT: The heading opens. And if you right-click over the plus sign and
select "Outline tracking" you can observe that it has reset to default.
