Test sheet

In the attached sheet, I entered 2 percentage number.
In column E, I entered "33.19".
In column F, I entered "33.19" and no matter what I does, it gets converted to
"3319.00%"

I can't make sense of what is happening here so assuming this is some kind of
bug.
