If you want to just open a .csv file in Windows using LibreOffice, do this:
Open a CMD prompt as admin and enter these 2 commands:
assoc .csv=LibreOffice.Csv
ftype LibreOffice.Csv="C:\Program Files\LibreOffice\program\scalc.exe"
"--infilter='Text - txt - csv (StarCalc)':44,34,0,1" "%1"
