Footnote numbering increases after drag & drop

Steps to Reproduce:
1. Open the attached file
2. Select XXX
3. Drag it at the start of the line (and look at the footnumber), 

Actual Results:
Footnote number shows 2

Expected Results:
Still 1


Reproducible: Always
