In LibO Draw we have a context related tab "Properties" related to the active
content.
e.g. selecting the page, text-box, shape or image

In contrast, LibO Writer has two static tabs both representing specific
properties.
One for "Page" properties and one for paragraph properties including character 
formatting. For this reason do I suggest we rename the "Properties" tab in
Writer to "Paragraph".
