I could partially reproduce the bug in:

Version: 7.2.0.0.alpha0+ (x64) / LibreOffice Community

I could move the top left image to any location without any delays on both
versions, however when I tried to move the bottom image inside the header it
has caused approx. 1-2 sec delay on both versions most of the times.
