In the example links file, only the TEST2 link to file://C:/Users/ works as a
hyperlink, the others are plain text.

At that, neither the cell nor the formula bar shows the full link for TEST2. It
just shows the "file://" portion but not the "C:/Users/" portion. The full link
for TEST2 does appear in the tooltip, however. 

This is reproduced in:
