In LO PgDn/PgUp alone are considered "scrolling" movements, moving the view
port in Writer some amount depending on zoom factor of the view, but not
indexed at full page increments.

At the 7.1 release LO now provides <Alt>+<PgDn>/<Alt>+<PgUp> full page
movements. Not present in a 7.0 build.

Update to current 7.1.2 release [1]
