Description:
When going to View->User Interface on Windows, a blank window appears. This
prevents the user from changing their user interface.

Steps to Reproduce:
1.Open any document.
2.Open View -> User Interface...
3.Blank window appears

Actual Results:
Blank window popup

Expected Results:
Popup allowing user interface to be changed


Reproducible: Always


User Profile Reset: Yes
