Description:
Launch and try to select the menu for File->Wizards->Document Converter...,
observe nothing happens.  I'm using Windows 10 64-bit.

Steps to Reproduce:
1. Launch soffice.exe
2. Select menu for File->Wizards->Document Converter...

Actual Results:
Nothing happens

Expected Results:
Something happens to display to or inform/notify the user


Reproducible: Always


User Profile Reset: Yes



Additional Info:
I have "Controlled folder access" turned on in Windows OS security settings and
get notifications about blocked folder access for soffice.bin.
