This is an interesting layout difference.

The tables are in the odt followed by an empty paragraph with 14 pt font size
and page breaks, these are exported to docx correctly.

Now the difference seems to be in the rendering of the empty paragraphs:
- in Writer they are rendered on the same page as the table until they are less
than 26 pt in size.
- in Word they are rendered on the same page as the table until they are less
than 12 pt in size. Manually changing the empty paragraphs font size to 11 pt
in Word restores the original layout.

Happens with Word 19 and:
