The same thing is reproducible by creating a new document. So it is not
particularly related to DOC/DOCX, although it does show an interoperability
problem.
All of the lines are 1.5 spaced. Every other line is set to show top/bottom
borders. The borders in LO follow the character top/bottom, not the spacing
top/bottom. Apparently Word does things the other way.
So this is a layout issue, which would need a compatibility flag to handle some
formats in a different way than another.
