Bug is still present.
Version info from help:

Version: 7.1.2.2 (x64) / LibreOffice Community
Build ID: 8a45595d069ef5570103caea1b71cc9d82b2aae4
CPU threads: 12; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win
Locale: en-US (en_NL); UI: en-GB
Calc: threaded

Steps to reproduce:
1. select a tile
2. Click Format
3. Click Conditional
4. Click Manage
5. Click Add
6. Select condition type: "Date is"
7. Select condition: anything but "Today"
8. Click Add

Actual Results:
See that the top condition now says: 'Condition 1     Date is today'

Expected Results:
See that the top condition now says: 'Condition 1     Actual condition'
