Hi all. Thankyou very much Dimitris and Xisco, all at QA and VLB for tenacity!
Tested another attachment file already here on this Bug Report.
1. Opened attachment 165696 using 7.1.4.0.0+ on Ubuntu 18.0.4.2
2. Sheet "TheSWITCHexpanded" shows. Test is done at L259 with chart at C283.
3. Change L259 from value 17 to value 25. Enter.
4. Chart X293 clears all plots (correct). Chart C283 does not update
(incorrect).
5. Expected result; chart C283 plots move due to L259 value change.
However using 7.1.4.0.0 on Ubuntu there are improvements and quick workarounds.
If a file behaves like that test file, Users reading here may try the
following.
6. The following actions all do cause Chart C283 to update once . . . .
a. Move cell selection using keyboard < v ^ > to any cell with text or
data.
or b. Click on any cell with text or data.
or c. Click on the Ubuntu desktop
or d. Click on any other open application window.
or e. Click on a menu (example Tools, Automatic Spell Checking)
or f. Click on a row number or column letter (any row or column that has
values)
or g. Scroll the sheet to push out the chart then scroll back into view.
but h. Clicking any empty cell on the sheet. . . .Chart C283 does not update.
and i. The above methods cause the Chart at C283 to only update once.
7. The following action causes C283 to update automatically (dynamically)
a. Double-click the Chart C283 area. (Single click is insufficient)
b. Chart C283 is fully active for the User session (but not at next load).
c. File>Save then >Open does not fully reactivate the chart (no repair).
Testing another very large research file (100MB opens to 6GB), not attached
here.
It is a Diabetes research file saved but with no charts working at all.
8. 7.1.4.0.0 opens that very large file with all charts working :)
Testing Dimitris' Options> OLE parameter solution (I change default 20 to 500)
using the Ubuntu 18.04.2 LTS standard Calc bundle 7.0.4.2
9. All files here (and the attachment on this thread) all charts all work.
I add this comment to help new visitors (USERS) with similar problems reading
for the first time here.
The new commit is a huge improvement. Abandoned or lost work can be resumed.

Personally, I can now upgrade all my work from the Calc 5.4.7.2 workaround to
any Libreoffice 7 version (using Dimitris' parameter change - 20 to 500 works
so far)
and ask my collaborators to do the same on their PC. Comment 91
