Some EPS image formats will have a low resolution preview bitmap. While parsing
the actual EPS image requires "helper" program(s) be installed and available on
path for LO to do anything with them.

Rework the EPS to remove the preview bitmap, then if you have both ghostscript
and pstoedit installed to system, the EPS will be rendered as vector to LO
document canvas.

The quality of the pstoedit conversion may not be the best (there is a paid
add-on for better results)--so external conversion of the EPS (with ghostscript
and imagemagick) to SVG or EMF may be more appealing.
