Could you try this link https://wiki.documentfoundation.org/QA/FirstSteps ?
Then if it doesn't work:
- uninstall 7.1.2
- run a Windows registry cleaner (eg: ccleaner)
- download 7.1.5 (from official website
https://www.libreoffice.org/download/download/)
- install it
- test again
