Description:
If I am printing serial letters I use the filters when I want to exclude
recipients.
The option "exclude recipeint" in the toolbar 'mail merge' is every times grey
and without any function, therefore useless.

Steps to Reproduce:
1. Use a base table
2. Print a serial letter
3. Want to exclude any recipient

Actual Results:
the 'exclude recipient' of the toolbar 'mail merge' is useless and grey

Expected Results:
Any recipients are excluded


Reproducible: Always


User Profile Reset: No
