Wow, this is a crazy issue (see bug 143019 the same issue in Writer) both in
Libre Writer and Calc.
The attached the spreadsheet shows me selecting the text that is in Spanish
(Mexico), but Spanish (Mexico) is not shown as an option: Just English in Calc.

I hope you can fix both Writer and Calc.
