Tested again with

Version: 7.2.0.3 (x64) / LibreOffice Community
Build ID: 2a7ea282da28d665a7dc086360567b4aea27bf08
CPU threads: 4; OS: Windows 10.0 Build 19043; UI render: Skia/Raster; VCL: win
Locale: de-DE (de_DE); UI: en-GB
Calc: threaded

and couldn't reproduce

Steps I've tried:
1) Create a new document.
2) Create a numbered list with a couple list items.
3) Select "Restart Numbering" from the context menu on the first list item. (or
"Toggle Restart Numbering" from list toolbar)
4) Save the document.
5) Open the document.

Actual result (expected)
"Restart Numbering" is still present in context menu on the first list item
(same with "Toggle Restart Numbering" from list toolbar).

Since the bug has never been confirmed by a second person, I change status back
to  UNCONFIRMED
