Empty image frame at bottom of page after image movement; undo doesn't restore

Steps to Reproduce:
1. Open the attached file
2. Select the top image
3. Press arrow down once
4. Press undo and/or arrow up

Actual Results:
Original layout can't be restored

Expected Results:
Should be the case
