The issue seems to be triggered when you have the languagetool extension
installed.

You can see this /after the extension update check is finished/ by checking the
show all updates tickbox and then on the Languagetool entry, so getting the
actual error:

An error occurred:
403 Forbidden
/home/buildslave/source/libo-core/ucb/source/ucp/webdav-neon/webdavcontent.cxx:3542

Uninistalling the languagetool extension and retrying confirmst that
languagetool is the problem.

A couple of notes:

- This was difficult to determine on LibO 7.2 because of bug 142935. Because
spinners don't spin, you don't know when the extension update check is
completed.

- This issue is weird. How does the extension update check work? Are the
extensions with their versions all registered at some Document Fundation
database that is checked? Or do every single extension have its own procedure
for checking for updates (interrogating its own server)? In the first case, it
should be impossible for the issue to be caused by a single extension. In the
second case, if something goes wrong, the faulty extension should be indicated
immediately from the error dialog.
