The Stylist (sidebar deck showing styles) provides different features than
other controls. Hiding there allows to find appropriate styles more quickly.
For example, you don't want to see letter related paragraph styles (sender,
complimentary close, etc.) in template A but no headings in template B. All
shipped styles are shown for new documents unless you save - or load a
template, as mentioned before.
The dropdown list is generated from a different source. It does not align with
the Stylist and has its own purpose. You also don't automatically hide styles
from the main menu. While customization of the main menu is possible, the
dropdown is hard-coded (though it can be removed completely). I don't think we
need more flexibility.
Several styles were added to the main menu for bug 91781 (see also
https://gerrit.libreoffice.org/c/core/+/18579/) to educate and foster the use
of styles rather than direct formatting. The "Heading 4" and "Preformatted
Text" entries were added in https://gerrit.libreoffice.org/c/core/+/105008 (no
reference to BZ).
Putting all together, I concur with NAB. But since the ticket was reopen I'd
prefer when Dirk resolves now. Or maybe some aspect is missing...
