I don't quite understand what you are reporting, but that looks more like usage
problem, which is for ask.libreoffice.org than LO bug. 
Please start by reading Writer guide at
https://documentation.libreoffice.org/en/english-documentation/.

If you think there a problem with LO tabs, you need to prepare better example
document, which would explain what you are trying and aiming to do, preferably
with some screenshots at key steps.
