Here's another example that Firefox does NOT steal focus:
I'm using Windows 10's Calendar app.  I have an event open and the window is in
the foreground and it's active, ie it has focus.
In the event description, I have a hyperlink.
I clicked on the link (Ctrl+click actually).

Result:
A new Firefow tab is opened in the background.
