@Robert : the system reported in the crash report uploaded by the OP is 

Windows OS 10.0.19043 

Seems to be a bug that is specific to Windows 

ImplHandleMouseEvent(VclPtr<vcl::Window> const
&,MouseNotifyEvent,bool,__int64,__int64,unsigned __int64,unsigned
short,MouseEventModifiers)

and

WinSalFrame::SetPointer(PointerStyle)
