Looks like a duplictate of tdf#143813 - "Outline folding: copy, cut and paste
do not work anymore"

Have you set

[1] LibreOffice -> Preferences -> LibreOffice -> Advanced -> [x] Enable
experimental features (may be unstable)  and
[2] LibreOffice -> Preferences -> LibreOffice Writer -> View -> [x] Show
outline-folding buttons

?

If yes, try to disable [2]
