Description:
When in the Notebookbar configuration window in writer, it is possible to drag
an icon and change it's position in the configuration list, even across
separators. However, this has no effect on the appearance of the Notebookbar,
and when the configuration window is reopened, the change is reverted

Steps to Reproduce:
1.Open the Notebookbar configuration window
(Menubar>view>toolbars>customise>Notebookbar)
2.Select and drag an icon or text up or down
3.Press OK to apply changes

Actual Results:
No change in position of icons in notebookbar

Expected Results:
Either: drag and drop should not be possible in the first place
Or: icons should change positions to where they moved to
