Description:
Inconsistent layout changes when changing anchoring and undo part of them 

Steps to Reproduce:
1. Open attachment 163564 [details]
2. Change anchor from figure 2 to 'to character' -> Figure 3 goes to page 2
3. Select figure 3 and change anchor to 'to paragraph' -> figure moves up to
page 1
4. Undo -> Figure 2 still on page 1

Actual Results:
Inconsistent results 

Expected Results:
Consistency
