Unexpected additional page break on DOCX export

Steps to Reproduce:
1. Open the attached file
2. Save as DOCX (or DOCX)
3. Notice page break between page 1 and 2

Actual Results:
Page break between 1/2

Expected Results:
Not present in source ODT


Reproducible: Always
