The "experimental" icons  ("Mange Changes" and "Design") do not remember their
"disabled" customization.

Ways to demonstrate.
1. Disable them, open a document, they are re-enabled.
2. Disable them, sometimes just clicking in the document will re-enable. 
   Other times scrolling up or down is enough.
