I have an old version of LibreOffice 6.1.3.2 that I tried the same thing on:
Drag&Dropping a pdf onto the odt file and this time it worked.

I thought that this maybe is because of the old version. I tested a bit more
and it seems that it depends on the pdf file. The old version with the pdf
example file "Wikipedia Main page as pdf test file" from 2021-01-20 does NOT
work.

Then I tried exporting the main page of the german Wikipedia (file "UPDATE:
German Wikipedia Main page as pdf test file" from 2021-02-12) and this worked
perfectly fine.
I tried to export the .odt-file as pdf (file "UPDATE: pdf file created out of
odt file with pdf in it" from 2021-02-12) and it works fine. Printing is also
no problem at all.

So far I have no idea why this would be the case. I would go for the layout
because the german Wikipedia main page is much simpler.
