Thank you because you were accurate in description (and thank you because it is
not CTL or direction switching issue!)

Anyhow, it goes like this:

At the bottom of Borders dialogue, there is the checkbox option:
Merge adjacent styles.

1. If this checkbox is checked (it is checked by default):
The adjacent border styles will be merged. So, if you choose to add a border on
some side which lies between two cells, but you add the border twice for that
side; once for each cell, then only one of them will show: the PRECEDING one. 

So if you choose to add red color for the upper side of cell X, then you go to
the cell Y which lies directly above cell X, and add green color to its bottom
side (which is also the upper side of cell X), then only the PRECEDING color
RED will show.

However, if you make one of them with more THICKNESS, then this is the one
which will show.
So, if you repeated the process of adding colors, but made the green color with
more thickness, then only the THICKER color GREEN will show.

2. If the checkbox is unchecked, both borders will show.

Would you please try the proposed explanation and confirm the results from your
side.
