Description:
UI: different compression scales used within same dialog for different formats

Steps to Reproduce:
1. Open attachment 169804
2. Right click the image
3. Save as -> Pick a file name & select PNG

Notice a compression slider. Where 1 is no compression (or barely compression,
not totally clear) and 9 maximum compression

Repeat but instead of PNG select JPG. No you have slider 0 - 100. Where 0 low
quality and 100 highest


Actual Results:
The scales.. One based on compression another on compression ratio. And the
work the opposite. So Right is maximum quality for JPG (maximum quality).
Whereas right for PNG being lowest quality  

Expected Results:
Coherence.. Pick something and stick with it don't use different measurements
and opposite directions. Except if LibreOffice for social experiments and
such..
