OK. I just found and downloaded the dev version 7.2 ..
I tested this bg on that version, and it is still very much present.

If I move the frame up or down, it immediately loses it's right alignment. The
frame stays fixed to the right margin, but the properties show it is no longer
right aligned, but aligned relative to the left margin..
