Able to replicate with current release build.
In my case, the scroll happens when I select ‘delete’ from the dropdown dialog,
right when the confirmation dialog appears. This is also replicable with
footers using the same process (as in the linked bug).
I would hazard a guess that any confirmation dialog will force a scroll to the
cursor.
Note that it’s not just deleting the final header - attempting to delete any
header will scroll you to your cursor. With the example document, you can
delete the yellow page header on page 3, or you can create a new page with a
new header. It always results in scrolling to the cursor page.
We can see the function working differently (no scroll) by right-clicking and
selecting Page Styles... -> Header -> Uncheck Header. This turns the header
off, while keeping focus on the page. This is likely due to the cursor being
set to the current page on right-click.
