"Restart Numbering" is a toggle.  This is shown clearly in the context menu.
But the tooltip on the toolbar is only "Restart Numbering".  It should be
"Toggle Restart Numbering"  (comparable to "Toggle Ordered/Unordered List").

Perhaps the menu command should remain "Restart Numbering"  (comparable to
"Ordered List" , "Unordered List")?
