Not true.  Windows 10 still uses GBK (code page 936), not UTF-8.  It's just
that recently (around 2019, I think?) notepad.exe was upgraded to handle UTF-8
files gracefully, instead of displaying scrambled characters.

I've tested both 7.1.0 (in comment #2) and 7.0.4 on my system:
Version: 7.0.4.2 (x64)
Build ID: dcf040e67528d9187c66b2379df5ea4407429775
CPU threads: 2; OS: Windows 10.0 Build 19041; UI render: default; VCL: win
Locale: zh-CN (zh_CN); UI: en-US
Calc: threaded
...and both give me the same error message about encryption and not being able
to open the PDF.

So hopefully some other QA person can have a look and reproduce the problem.
