Description:
besides the "remove header/footer" in contextual menu and page format, a
"disable header/footer" option would be useful

Steps to Reproduce:
1. you have a header/footer
2. 
3.

Actual Results:
you can remove it

Expected Results:
you cannot disable it, i.e. removing it from the page, but keeping it for the
moment you could need it


Reproducible: Always
