This is expected. Selecting over filtered rows creates a multi-selection,
omitting the filtered rows. The filtered rows' cells are not copied, not
deleted, not overwritten with Alt+Enter and consistently also not modified when
attempting to enter a matrix/array formula. Note that filtered is different
from manually hiding, on purpose.

Not a bug.
