I'm unsure if this is a bug. The 'YYYY' format code does not (and IMO should
not) change depending on if the format string includes WW or not. What if the
code be 'YYYY-MM-DD-WW'? What should be considered for YYYY value then, the
MM-DD or WW?

Possibly another separate code is needed, like "calendar week year" or so?
