I confirm it with
Version: 7.2.0.0.alpha0+ (x64)

To make the behavior more visible, try the following steps
1. Open file from comment 1
2. Add som text to the last paragraph
3. Drag anchor to the end of the paragraph
4. Press Enter
Actual result:
LO inserts a new paragraph and anchor of the image is part of this new
paragraph. Paragraph with text moves above the image.
Expected result:
Anchor 'to character' is still part of the paragraph with text.
Same result with
