This is split off from bug #107870
When a change tracked document has many changes, turning on/off the changes
positions the view to the cursors position.

Steps to reproduce:
    1. Open attached file
    2. Position the cursor to the paragraph “Place cursor here” on page 1.
    3. Scroll to page 4 to the paragraph “WATCH THIS”
    4. Choose View – Track Changes

Actual results:
View moves from page 4 to page 1 where the cursor is.

Expected results:
View stays on page 4.
